Responsible for negotiating contracts, managing procurement processes, coordinating with the ultimate business owner of the contract, and managing the overall contracting process. This role involves strategic vendor selection, contract management, and continuous monitoring to optimize collaboration and mitigate risks.

Essential Responsibilities:

  • Coordinate with the business owner and other internal collaborators on the procurement process, including identifying desired services, establishing service level agreements, understanding member impact and needs, and mitigating overall risk in the selection of the optimal vendor.
  • Negotiate with vendors on new contracts, as well as renewing contracts and/or amendments to contracts.
  • Coordinate review, revision and execution of contracts and amendments, ensuring all required exhibits or language are included for compliance purposes.
  • Obtain W9 and Direct Deposit for Vendors Form from vendors and provide to Finance for inclusion in vendor payment system/process.
  • Oversee management of contract depository and catalogue of current contracts.
  • Monitor for quarterly reviews of vendors by business owners and coordinate with SLT as necessary to ensure ongoing compliance.
  • Work with internal constituents to assess vendor performance and analyze ongoing company needs, which could lead to amendment of a contract and/or cancellation of a contract.
  • Responsible for oversight, management, development, implementation, and communication of team programs.
  • Responsible for hiring, staff development, coaching, performance reviews, corrective actions, and termination of direct reports. Provide feedback, including regular one-on-ones and performance evaluations, for direct reports.
  • Develop annual Procurement team budget. Monitor spending versus the planned budgeted throughout the year and take corrective action where needed.
  • Coordinate business activities by maintaining collaborative partnerships with key departments.
  • Responsible for control process improvement and working with other departments to improve interdepartmental processes. Utilize lean methodologies for continuous improvement.
  • Actively participate as a key team member in Manager meetings.
  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties or additional projects as assigned.

SUCCESS PROFILE

Work Experience: Minimum of seven (7) years of experience in procurement or vendor management and/or related field. Prior supervisory experience required.

Education, Certificates, Licenses: Bachelor's degree in business, supply chain management, or related field required.

Knowledge: Ability to effectively communicate, both written and verbally, with all levels of the organization and with outside parties, including the ability to independently present and maintain a professional stand on difficult issues. Ability to make sound, business-oriented judgments. Excellent analytical capabilities. Understanding of related business functions, including technology, regulatory requirements, operations, and financial reporting. Leadership qualities, including the ability to work with senior management. High moral and ethical character. Ability to handle multiple assignments. Accountable for the quality and accuracy of the procurement essential functions.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 10% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
