Program Manager

Purpose:

Responsible for the results achieved regarding quality, safety, costs, schedules, and performance of assigned programs. Manages all projects' contractual and financial aspects, enabling the Team Leads to focus on day-to-day production. Oversees and coordinates the operations of the program at all worksite locations.

Duties and Responsibilities:

  • Reports to the Sr. Director of Program Management.
  • Directly supervises Team Leads assigned to Program Projects.
  • Through subordinate Team Leads, ensure appropriate daily project staffing.
  • Is the primary customer contact for program activities, leading program review sessions with customers to discuss schedule and technical performance.
  • Develops new business or expand the product line with the customer.
  • Identifies and leads Contract Opportunity Capture.
  • Represents the company fairly and consistently when interacting with customers.
  • Monitors adherence to master plans and schedules identifies program challenges, and develops solutions, such as allocation of resources or changing contractual specifications.
  • Directs and mentors Team Leads and staff to complete contract deliverables such as monthly status.
  • Track the financial progress and status of programs and projects, develop and coordinate corrective actions/adjustments, and work with. Mentor Team Leads to ensure project completion meets all quality, technical, schedule, and profit goals.
  • Determines the priority of projects and personnel requirements and maintains cost control.
  • Oversees the program for all projects through final certification of work and closeout:
  • Review all condition reports, be responsible for submitting them to technical POC and contracts and follow up to ensure resolution.
  • Resolve any local internal issues that arise over the productive, safe management of the projects.
  • Leads the post-project review to capture learnings applicable to future projects.
  • Resolves issues with customers, WRAIR agencies, and other interested parties.
  • Interprets specifications, works with assigned Team Leads to plan project sequencing, and coordinates the various phases of projects to prevent delays and avoid rework.
  • Confers with assigned management and peer teams to resolve problems and improve methods.
  • Monitors job progress to ensure manpower utilization and allocation meet job requirements and bid expectations.
  • Assist in evaluating, developing, and managing subcontracts for support work on awarded projects.
  • Establishes and maintains effective working relationships with Customers, subcontractors, and vendors.
  • Assesses and documents the overall work performance of direct reports by the close of the project, providing feedback.
  • Investigate and document violations of workplace rules, consulting with Human Resources to develop a performance improvement plan.
  • Ensures performance documentation is submitted by Project Managers or Foremen of all assigned project personnel.

Required Qualifications and Experience:
  • A Bachelor's Degree in mechanical or electrical engineering from an accredited college or university is preferred.
  • Eight (8) years of experience in Program/Project Management
  • Eight (8) years of experience managing HM&E for repair, maintenance, and modernization preferred.
  • Strong background in Modernization, Maintenance & Repair.
  • Familiar with managing a program's financial and technical aspects, including personnel management, safety, and profit/loss.
  • Ability to communicate and coordinate efforts involving all the activities supporting the program, including Quality Assurance, Contracts, Purchasing, and Resources, internally and with the customer and sponsor, serving as the primary customer POC for all WRAIR-related product lines.
  • Must be able to work closely with Quality Assurance, Contracts, Purchasing, and other support departments.
  • Must identify changes in work scope to ensure appropriate planning measures are taken, including the customer's inputs for reassessing, renegotiating, and amending the scope of work, schedules, and budgets.
  • Must be able to identify, assess, and analyze with the team any risk and/or issues that may compromise the successful completion of projects and develop plans/actions that will mitigate risks. Able to provide leadership when schedule/production conflicts may occur for resolution.
  • Must be willing to travel

Physical Demands and Working Conditions:
  • Work may be performed in confined spaces, noisy environments, heavy industrial conditions, high-traffic areas, offices, meeting rooms, and multiple locations, as well as in outdoor conditions ranging from extreme heat to extreme cold.
