ECS is seeking a Policy Analyst to work in our Metro DC area Hybrid Remote office. Please Note: This position is contingent upon [additional funding].

Job Description:

ECS is seeking to hire a Policy Analyst to join us in supporting Veterans Health Administration's (VHA) VA Logistics Redesign (VALOR) Program in support of Supply Chain modernization efforts within the PMO. This work is based in Washington, DC, with an option for limited remote work.

Duties include: The purpose of the Policy Analyst role is to provide high quality objective analysis and recommendations on Government policy issues. Carries out analysis of existing policies, processes, products and services; propose and, where applicable, recommend improvements in line with operational standards, legislation, or organizational requirements. Provides high quality, objective analysis and advice within specified time frames. Analyzes and reviews all available information and recommend options for implementation of new policies. Advises management and/or the Government on the implications of policies, including trends, risks, and developments. Quantify the impact of new and proposed policies on the organization by completing operational feasibility studies and costings. Monitors and analyzes policies in light of Government priorities.

Consults with internal and external stakeholders to gain support for proposed initiatives or policies, identifying and overcoming barriers as appropriate. Represents the Government in the policy development process including taking part in inter-departmental working groups. Contributes policy advice to the development of interdepartmental and "whole of Government" policies in conjunction with other government agencies as required. Develops and maintains effective relationships with appropriate Government policy and service delivery staff and information sources. Maintains a high standard of personal integrity in all matters and ensure Government protocols are followed.

Establishes priorities and ensures that work products for the group conforms to company and customer standards. Plans, conducts, and manages assignments, reviews progress, and evaluates results, works with other technical and administrative disciplines, assigns, and manages personnel. Provides overall support, expert advice, and assistance relating to the acquisition function, reporting directly to the program/project manager. Represents the acquisition team at all project meetings and is the lead acquisition analyst. Is responsible for the supervision of acquisition team on each project

Artifact development includes but is not limited to presentations, documents, charters, and acquisition information. Administrative responsibilities include taking meeting minutes, coordinating logistics for on and off-site meetings, and developing and updating agendas. Research and analyze data to identify and understand challenges.

Additional key requirements of this role include, maintaining trackers, creating graphics as desired; other duties as assigned. maintains and updates company databases, organizes filing systems, responds to internal and external queries, maintains organizational calendar and schedules appointments, books meeting rooms as required, distributes and manages correspondence (e.g., letters, emails, and packages), prepares reports and presentations with statistical data, as assigned, and arranges travel and accommodations as needed.

This is a hybrid role at client side (at least 2 - 3 days per week).

Salary Range: $85,000-$100,000

Required Skills:

  • 4 years of relevant experience.
  • Bachelor's degree or higher in a relevant discipline.
  • Must be able to obtain a Public Trust Clearance.
  • Communicate program evaluation for collecting, analyzing, and using information to answer questions about projects, policies and programs.
  • Understanding and proven application of project management best practices.
  • Prioritization skills and the ability to remain flexible.
  • Strong verbal and written communication skills, including reports and presentations.
  • Proven experience developing detailed project plans, project administration, program management support, event planning and administration, records, data input and other office administration functions.
  • Ability to work in a dynamic, collaborative, and results-driven environment.
  • Means to build and manage client relationships at all levels.
  • Ability to think strategically to effectively assess and assemble solutions to meet needs.
  • Demonstrated experience crafting diverse forms of written communication, such as white papers, blog articles, newsletters, reports, and social media.
  • Demonstrate collaborative teamwork.
  • Strong consulting and interpersonal skills.
  • Strong proficiency in Microsoft Office applications (Word, PowerPoint, Excel, and Project).
  • Outstanding writing skills, and experience developing and editing high-quality written materials.

Desired Skills:
  • Federal consulting experience.
  • VA, DoD, or other federal agency policy experience.
  • VA or equivalent healthcare experience.
  • Advanced Microsoft and Adobe Suite skills.
  • Direct experience with program/project management, program evaluation and implementation, health systems operations, and client/stakeholder management.
  • Strong presentation skills and ability to work with senior leadership.
