Job Description:
Our client is hiring a highly skilled and experienced Senior Business Analyst to join our team. This individual will play a critical role in supporting the operations of our Medicaid Management Information System (MMIS). The ideal candidate will have a strong background in business analysis, project management, and a deep understanding of Medicaid or major healthcare payer systems. This position offers the opportunity to be part of a dynamic team that is moving towards an interoperable, modular system based on Service Oriented Architecture (SOA). While the role will initially focus on current operations, responsibilities will evolve as we progress in our system transformation. This is a full-time position with a competitive salary and benefits package.

Responsibilities:

  • Review, understand, and provide feedback on user and system documentation, system change requests, detailed system design documents, test results, and other related artifacts.
  • Ensure thorough understanding of contracts, monitor contract compliance, and verify that contract requirements are met.
  • Act as the primary liaison between business users, contractors, fiscal agents, and technical teams, facilitating communication and understanding across these groups.
  • Monitor and manage contract deliverables, operational activities, and system changes, ensuring alignment with project goals and compliance with federal standards and regulations.
  • Oversee testing activities, reconcile approved results, and ensure that releases align with planned releases.
  • Develop and document policies, processes, and procedures that support efficient operations and compliance with federal reporting requirements.
  • Proactively identify defects, risks, issues, and abnormalities, recommending potential solutions.
Qualifications:
  • Minimum 7 years of experience as a Senior Business Analyst, with at least 3 years focused on requirement development and management.
  • At least 5 years of experience in MMIS or domain knowledge of Medicare, Medicaid, or with a major health care payer.
  • 2 years of experience with contract monitoring or Request for Proposal (RFP) development.
  • Strong project management skills with a deep understanding of the software development life cycle.
  • Exceptional communication skills, both written and verbal, with the ability to engage technical and non-technical audiences.
  • Proven ability to work independently with minimal direction and under pressure to meet deadlines.
  • Expertise in using SharePoint, Office 365, and video conferencing software such as Webex/Teams.
  • Bachelor's degree in business administration, computer science, information systems, or another related field. Equivalent work experience may be considered in lieu of a degree.
  • Strong analytical and problem-solving skills with excellent research capabilities.
  • Knowledge of Federal standards and regulations including Medicaid Information Technology Architecture (MITA), CMS Seven Conditions and Standards, and the 21st Century Cures Act.
