The Payroll Manager oversees the Payroll Team, ensuring timely and accurate completion of a full-cycle, mulit-company and multi-state payrolls. This role ensures compliance with all applicable local, state, and federal regulations, stays informed on policy changes, and updates payroll processes accordingly. Responsibilities include managing payroll entries, month-end accruals, financial data analysis, and implementing solutions to prevent errors. The role also involves collaborating with Human Resources, Benefits, and Finance Teams on process improvements while maintaining strict confidentiality and security of payroll data.

Duties and Responsibilities:

  • Manage the Payroll Team, their resources, development and overall performance for timely completion of full-cycle, multi-company and multi-state bi-weekly payroll(s). Conduct thorough reviews of Payroll Team outputs, including weekly timesheets and payroll registers, ensuring all entries are accurate and compliant with policies and regulations.
  • Maintain and enforce compliance with all applicable policies, collective bargaining agreements, rules, regulations, and laws at the local, state, and federal level. Stays abreast of regulatory and policy changes. Stay informed on regulatory changes, ensure the team follows updated procedures, and the payroll processes are updated accordingly.
  • Lead and research documentation efforts to establish payroll operations in additional states identified by the company for expansion or during the course of business. Ensure all requirements are met for seamless integration.
  • Apply general accounting principles to review and approval payroll entries for posting to the general ledger. Manage month-end accruals for sick leave, vacation and holidays, ensuring accurate financial reporting.
  • Assist with the analysis of financial data, other journal entries and account reconciliations as assigned. Provide insights and recommendations to senior management based on thorough analysis.
  • Proactively identify potential payroll issues and implement effective solutions to prevent future error. Develop and execute process changes and training programs to prevent future errors and enhance overall payroll accuracy.
  • Offer comprehensive guidance, training, and support to the Payroll Team and employees on payroll and timekeeping policies, processes, and procedures. Ensure all members are well-versed and compliant.
  • Develop an review all communications regarding Payroll and Timekeeping activities. Ensure clarity, accuracy, and timely dissemination of information.
  • Lead the team through effective coaching, mentoring, and performance management. Foster a collaborative and results-oriented work environment to achieve departmental and organizational goals.
  • Collaborate with the Human Resources, Benefits and Finance Teams on payroll policies, processes and procedures as well as process improvements and initiatives. Support cross-functional initiatives and process improvements.
  • Researches and implements Payroll system and process improvements to enhance payroll accuracy, reduce error, increase efficiency. Oversee system modifications, updates, and enhancements to align with organizational goals and priorities.
  • Uphold strict confidentiality, ensuring security of the payroll system, reports, and other sensitive documentation. Ensure compliance with data protection regulations and company policies.
EDUCATION AND EXPERIENCE
  • 5+ years of related experience and a bachelor's degree or
  • 3+ years of related experience and a master's degree;
  • At least 1 year of supervisory experience required, with a preference for 3 years;
  • Experience processing payroll with an automated timekeeping application, preferably ADP;
  • Experience with Union payroll and Collective Bargaining Agreements;
  • Experience with multi-state payroll
COMPETENCIES/SKILLS
  • Ability to develop and implement payroll strategies to enhance accuracy, efficiency, and compliance.
  • Ability to work independently;
  • In depth knowledge of ADP system;
  • In-depth understanding of local, state, and federal payroll regulations and the ability to stay updated on policy changes;
  • Strong analytical skills to assist with financial data analysis;
  • Strong leadership skills to manage the Payroll Team, including coaching, mentoring, and performance management;
  • Strong skills in Excel;
CERTIFICATIONS and LICENSES
  • Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP)
  • Designation from the American Payroll Association, preferred
