We are seeking a driven Environmental Program Manager to lead a diverse team of project managers, scientists, engineers and, technicians in executing a wide range of environmental consulting and remediation services for government and private clients.

Job Summary:

This position is based in Jacksonville, Florida, and will manage and oversee a portfolio that includes a variety of environmental compliance activities primarily in support of the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). This position is eligible for flexible/hybrid schedule after initial onboarding. Estimated travel requirements 10-20%. The ideal candidate is experienced in managing complex, multi-disciplinary programs and supervising project managers, technical staff, and support staff on projects exceeding $250K in annual revenue and a portfolio exceeding $2M in annual revenue. The ideal candidate is experienced working with the FDEP PRP program and a variety of other stakeholders and utilizes proactive outreach and engagement to help drive others towards action and meeting goals. The Environmental Program Manager will work closely with a Jacksonville-based team on capture and execution efforts and will serve as a Supervisor and Mentor.

Responsibilities:

  • Manages and oversees environmental projects including compliance, investigation, remedial systems construction / operation / maintenance, and site restoration.
  • Manages a portfolio with annual revenue and new sales targets;
  • Evaluates client needs and commits the firm to fees, scope of work, and schedules.
  • Oversees all elements of contracts (scope, budget, schedule) while serving as project manager, or supported by other project managers;
  • Reviews proposals (technical and price) and supports contract negotiations;
  • Serves as the primary point of contact for assigned client(s) and ensures all client expectations are met or exceeded;
  • Coordinates with corporate and project-level safety and quality management staff to ensure all contracts are conducted in accordance with applicable standards;
  • Identifies safety and quality issues regarding contract execution and, when necessary, develops and implements corrective actions;
  • Provides key performance indicators - including people, strategy, execution, and revenue of the program monthly to the executive director;
  • Supports marketing and business development by identifying potential clients, tracking opportunities, and supporting or leading proposal efforts.
Minimum Requirements:
  • BS or BA degree in environmental science, engineering, geology, chemistry, geography, planning, policy, or related field and at least 10 years of relevant experience, or MS/MA degree in a relevant field and at least seven years of relevant experience, or PhD in a relevant field and at least five years of relevant experience
  • At least two years' experience with government/regulatory, transportation, aviation, or defense sectors in the southeast United States; relevant experience for a major industry (utility, oil & gas, mining, etc.) may be considered
  • A documented track record of revenue generation commensurate with the role; and
  • Professional licensure (PE, PG, PMP, AICP, RPA, or technical certification relevant to area of expertise). For state-specific licensure (e.g., PE, PG), must have Florida license or obtain within 6 months.
