Overview

CAMRIS International, LLC, (CAMRIS) is seeking an Education Development Outreach and Communications (DOC) Officer (Consultant) to support USAID Senegal.

This position will perform work under the Africa Bureau Institutional Support and Services II contract (AFR ITSS II). AFR ITSS II assists USAID in achieving its program priorities by providing contracted technical, professional, operational, and administrative support staff in support of USAID's African programs on both short- and long-term bases. Work performed under this contract will cover a range of technical and administrative areas aimed at advancing USAID's development objectives in sub-Saharan Africa.

BACKGROUND:

The USAID/Senegal Education Office (EDU) collaborates with the Government of Senegal (GOS) and its citizens to improve primary education quality through the scale-up of evidence-based, bilingual reading instruction. In addition, USAID supports innovative, non-traditional educational pathways to provide increased educational opportunities to out of school children and youth in Senegal. Early grade literacy and increased access to education ensure children have the foundational skills to become productive members of society.

EDU also manages the Dakar Young African Leaders Initiative (YALI) Regional Leadership Center, which trains young leaders from 25 sub-Saharan countries. YALI aims to support young African leaders to stimulate growth and prosperity, strengthen democratic governance, and improve peace and security in Africa.

The EDU is currently hiring a DOC Officer (consultant). This role is crucial for communicating the development results of USAID/Senegal EDU projects, strengthening host country systems to achieve development goals, and fostering collaboration among development partners and implementers.

The duration of this consultancy is expected to be 100 days level of effort.

Responsibilities

The primary function of this position is to develop communication strategies and products to effectively share program outcomes and successes. The goal is to raise awareness of the EDU's work, both domestically and internationally, and promote USAID/Senegal's achievements.

Tasks include:

  • Provide day-to-day support to USAID/Senegal Education technical advisors in conducting and/or documenting research, writing official internal and external memos, success stories, issue briefs, case studies, and fact sheets, creating PowerPoint slide decks, responding to taskers and briefers from Washington and the Front Office, and other communications materials that advance USAID education development objectives.
  • Collaborate with USAID/Senegal EDU staff and implementing partners to develop, review, and disseminate information and materials on project successes.
  • Collaborate closely with the USAID/Senegal Program Office Communications and Outreach team to amplify EDU's activities.
  • Serve as the point-of-contact for the communications specialists (DOCs) in the USAID/Senegal mission.
  • Develop (write, edit, design) USAID/Senegal EDU communications and publications content including print, marketing, and electronic materials including but not limited to one pagers, reports, e-newsletters, video, and USAID and Embassy Senegal social media.
  • Write and edit public documents, speeches, talking points, press releases, social media posts, and other products about USAID/Senegal EDU activities, aimed at targeted audiences such as Congress, Government of Senegal, local communities, private sector, media, etc.
  • Support planning and communication materials for events, including Ambassadorial trips, Congressional delegations, and other high-level visits, including USAID Branding and Marking compliance.


DELIVERABLES:
  • Update Fact Sheets on USAID/Senegal EDU activities.
  • Review USAID/Senegal EDU implementing partner communications, including newsletters, social media posts, etc. to develop products to share with USAID/Senegal Program Office DOC.
  • Create impact story templates for implementing partners to use.
  • Review EDU press releases from USAID/Senegal and/or implementing partners.
  • Produce one to two success story videos on EDU activities.
  • Produce (including graphic design, editing, and writing) documents and publications, including but not limited to one-pagers, success stories, newsletters, etc. based on EDU activities. After initial start-up learning, deliver at least one piece a week.
  • Draft and disseminate EDU monthly bulletins and quarterly GoS newsletters.
  • Draft at least one Washington Wrap Up per month.
  • Compile and draft weekly Technical Office report for USAID/Senegal DOC.
  • Review EDU partners' websites and provide feedback for improvement.
  • Create one social media post each week and review/clear implementing partner social media posts.


Qualifications

  • A Bachelor's Degree in the field of communications or journalism, public relations or marketing, English, International relations, or a related field is required with six years of relevant experience in public relations, public information and outreach, or international development with some of that experience in an international setting such as with international organization, corporation, government, or NGO is required.
  • At least six years of experience working on development projects with demonstrated expertise in programmatic support and writing.
  • Ability to multi-task and produce written material quickly and efficiently.
  • Familiarity with U.S. government development assistance priorities.
  • Proven experience in disseminating information to diverse target audiences is highly desirable, as is demonstrated expertise in producing effective public relations events and communications materials.
  • Previous work experience with the U.S. Government or another international development organization is also highly desirable.
  • Willingness to spend time at USAID/Senegal is desirable, not required.
  • French language proficiency is desirable, not required.
  • Graphic art/design and video production skills are desired.
  • Ability to obtain a Secret or facility access clearance (must have US Citizenship or US Permanent Residency).
