Job Summary
Department-Specific Responsibilities
- Develops, implements, and manages institutional contracts and procurement services for acquisitions for maintenance, repairs, and operations that support the educational, research, and service missions of the University.
- Performs the function of Business Agent for the institution ensuring compliance with legal, contractual and ethical postures in support of the University.
- Initiates, negotiates, develops, monitors and audits University contracts together with Requests for Proposal, pricing agreements and /or service standards, finance options, supplier performance and other responsibilities for all IU campuses.
- Enforces contract compliance, policy compliance and compliance with federal, state and other laws and regulations.
General Responsibilities
- Places purchase orders and approves procurement invoices to procure supplies and services for department or operational area; may secure cost savings through price negotiation.
- Analyzes prices of current and potential vendors and makes recommendations on new vendors based on departmental needs.
- Acts as a liaison between university departments and vendors.
- Responds to employee inquiries and requests and explains policies and procedures.
- Monitors procurement processes and determines how to correct issues; independently corrects basic and moderately complex issues.
- Manages competitive bid process for contracts and negotiates contracts.
- May provide assistance to Procurement Assistants or lower-level Procurement Specialists.
- May provide organizational procurement training.
QualificationsCombinations of related education and experience may be considered. Education beyond the minimum required may be substituted for work experience. Work experience beyond the minimum required may be substituted for education.
EDUCATION
RequiredWORK EXPERIENCE
Required- 2 years in relevant field
Preferred- 3 years in a purchasing, contracting or financial field.
LICENSES AND CERTIFICATES
Preferred
- Certified Public Manger (C.P.M) upon date of hire; OR
- Certified Professional in Supply Management (C.P.S.M.) upon date of hire; OR
- Certified Public Procurement Officer (CPPO) upon date of hire; OR
- Certified Professional Public Buyer (CPPB) upon date of hire; OR
- Certified Payroll Professional (CPP) upon date of hire

Working Conditions / DemandsThis role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. The person in this role must be able to perform the essential functions with or without an accommodation.

This position is eligible to work a hybrid schedule (mix between remote and in-person work), subject to change based on university policy and business needs.
Advertised Salary$69,812 per year.
