ECS is seeking talented and driven professionals to support the Advanced Research Projects Agency for Health (ARPA-H). In this role, you will serve as a scientific and technical advisor to ARPA-H-enabling the agency to manage and provide oversight to advanced R&D efforts; help shape future R&D concepts, programs, and solutions; integrate and advance our nation's health care ecosystem processes, policies, and enabling technologies; and enable the agency to expand its health care and scientific scope into yet unknown areas. As a "systems engineering and technical assistance" advisor, you will provide support and thought leadership to R&D performer teams, Government Program Managers, and stakeholders across the health innovation ecosystem.

We are searching for a highly experienced Senior Business Advisor to join our dynamic team. In this pivotal role, you will leverage your extensive knowledge and expertise to provide strategic counsel and guidance to ARPA-H Mission Office Directors and Program Managers. You will work collaboratively with leadership teams, analyzing their needs, identifying opportunities for improvement, and developing customized solutions that drive measurable results.

What you will do:

Serve as a Business Advisor:

  • Analyze and interpret complex budgetary guidelines and regulations pertaining to federal research funding.
  • Develop comprehensive program budgets, ensuring alignment with strategic objectives and efficient resource allocation.
  • Partner with program managers to establish and maintain robust office-level budgets.
  • Implement and oversee acquisition processes in accordance with federal regulations.
  • Possess a deep understanding of the full scope of business and programmatic processes, procedures, and policies within an R&D technical office. (Knowledge of acquisition regulations is a plus).
  • Provide insightful advice and support on programmatic matters, including cost analysis, risk management, and schedule adherence.
  • Experience working directly with Government program managers, particularly within the ARPA funding ecosystem, is highly preferred.
  • Collaborate effectively with a diverse team of scientists, engineers, and administrative staff to ensure seamless program execution.
Collaborate effectively within a diverse team:
  • Build strong relationships with computational scientists, engineers, and other scientific advisors involved in the program.
  • Communicate complex scientific concepts clearly and concisely to both technical and non-technical audiences.
  • Actively participate in brainstorming sessions and problem-solving exercises to drive the program forward.

Salary Range: $100,000-$180,000

General Description of Benefits

Required Skills:
  • Masters Degree in any field.
  • Minimum of 15 years of experience supporting government programs, preferably in the R&D or technical environment.
  • Proven track record of developing and managing program budgets within federal funding constraints.
  • Extensive knowledge of government acquisition processes and best practices.
  • In-depth understanding of programmatic and business operations within an R&D setting.
  • Experience with ARPA funding mechanisms and direct support to Government program managers is highly desirable.
  • Excellent communication and collaboration skills.
  • Ability to work independently and as part of a team.
  • Strong work ethic and a passion for scientific discovery.
  • U.S. citizenship or lawful permanent residency is required per contract.

Desired Skills:
  • Three years or more experience within a Federal ARPA organization.
  • Two years or more experience in Federal health care and/or Scientific Consulting.
  • Experience supporting complex health care and programs of a research and development nature.
